2017 HELP Network Conference: “HELP for Friendly Justice”

Gabriella Battaini-Dragoni, Deputy Secretary General of the Council of Europe, stated in the opening remarks to the Plenary:

“Lawyers, prosecutors and judges also need training if they are to stay abreast of developments in the evolution of human rights, not least in a context where the human rights challenges facing our member states are fast evolving”.

The HELP Network Conference will take place on Monday 19 and Tuesday 20 June 2017 (at the Council of Europe’s headquarters in Strasbourg). The theme of this year’s conference is: “HELP for Friendly Justice”. As with every year, the conference will allow for discussions among HELP members and partners on ways of enhancing training results and concrete implementation at the national level of the European Convention on Human Rights and on how to improve an effective co-operation among all national and international institutions. HELP Published Report on the Network Conference 2016

The Report summarises the HELP 2015-2016 achievements and provides information about the discussions in the working groups:

  • “Human Rights Education for Legal Professions: Methodological approach and Impact Assessment Tools”.
  • “Human Rights Education for Legal Professionals: a Contribution to National Case Law Harmonisation”
  • “Implementation of the Brighton and Brussels Declarations: Training as a shared Responsibility”.

Tatiana Termacic, Head of the Human Rights National Implementation Division, emphasised at the conference that HELP’s objective is not to substitute the national training institutions but to provide them with the necessary tools to allow them to fully achieve their mission.

HELP Network Conference 2016

This year’s HELP Network conference took place on 16-17 June 2016 and was entitled ‘HELP, leading the way to case-law harmonisation’.

Topics of discussion – The conference discussed various topics, “going from the methodological approach and impact assessment tools of human rights education for legal professionals, to the contribution of training to case law harmonisation, and included an exchange of good practices on the implementation of the Brighton and Brussels Declarations, ensuing Rec(2004)4 of the Committee of Ministers of the Council of Europe.”

Launch of the HELP Guidebook on Human Rights training methodology for legal professionals – The HELP Guidebook is “designed to assist those with a responsibility for delivering training to legal professionals in the field of human rights using the HELP methodology and resources. It discusses the considerations that should be taken into account when developing a programme of training centred upon human rights and upon European human rights standards in particular.”

HELP consultative board – The conference elected the members of the HELP consultative board: Petros Alikakos, Sandra Budimir, Jasmina Krstenic, Simon O’Toole, Dagmara Rajska, Musa Toprak. Their role is to support the HELP Secretariat by providing regular advisory support.

2016 HELP Annual Network Conference

It has just been announced that the 2016 HELP Annual Network Conference will be held in Strasbourg on the 16-17 June 2016. The topic this year is “the Contribution of HELP in the Harmonisation of the National Case Law”.

This conference will also see the presentation of the HELP guidebook on the Human Rights training methodology.

The event is an opportunity for members and partners of HELP to cooperate, enhance training results and to discuss how to correctly implement at national level the European Convention on Human Rights.
